Methodology for the Causal Evaluation of Performance-Based Grants to Subnational Governments

The objective of this Technical Cooperation (TC) is to develop a methodology for estimating the causal effect of performance-based grant (PBG) programs to subnational governments that can be adapted to the particular context of each operation, so this type of operation can be rigorously evaluated. The specific objectives are: (i) to characterize the design of PBG programs, map the identification challenges it poses for evaluation, and develop a theoretical model of fiscal spillovers between subnational governments; and (ii) to assess the availability and comparability of subnational fiscal data in the region and, on that basis, produce an evaluation decision framework and toolkit that match evaluation methods to the data each operation has available.
