Enhancing creditworthiness and fiscal responsibility of Subnational Governments in LAC

The general objective of this TC is to strengthen the fiscal responsibility, fiscal risk management capacity, and investment readiness of SNGs in LAC, and of the central governments that oversee them, prior to their access to direct financing without a sovereign guarantee under the SFP. The specific objectives are to: (i) support central governments in strengthening frameworks for subnational fiscal risk management and oversight, drawing on Korea's intergovernmental transfer system, medium-term fiscal planning, and subnational fiscal risk management system; and (ii) derive and support the adoption of tailored fiscal management strategies for SFP-candidate SNGs, based on the fiscal performance, revenue mobilization, and risk‑management practices of comparable Korean SNGs.
