Promoting the mutual recognition of labor competencies in Latin America

The overall objective of this Technical Cooperation is to strengthen labor mobility and economic inclusion in Latin America and the Caribbean, with a particular focus on people in situations of human mobility, through the development and pilot implementation of regional mechanisms and initiatives for the recognition, validation, and portability of skills and labor certifications, as well as the development of technical standards, the strengthening of institutional capacities, and the generation of evidence to support their consolidation and scaling across the region. The specific objectives are to: i) strengthen and develop mechanisms and initiatives for the recognition, validation, and portability of skills and labor certifications among countries in the region, including the implementation of pilot experiences in Colombia, Chile, Costa Rica, and Guatemala; ii) design, adapt, and validate technical standards, reference frameworks, instruments, and procedures that facilitate the recognition of labor competencies across countries; iii) strengthen the institutional capacities of certification bodies, training providers, and relevant ministries in the participating countries; iv) implement sector-specific pilots in one or more priority sectors with high labor demand, selected from the care economy, construction, tourism, and digital services sectors, in accordance with the priorities and conditions of the participating countries; and v) generate technical evidence and promote regional dialogue to support the consolidation, scaling, and sustainability of these mechanisms.
