Promoting the Mutual Recognition of Labor Competencies in Latin America

The objective of this Technical Cooperation is to strengthen labor mobility and the economic inclusion of people in situations of human mobility across Latin America and the Caribbean by: (i) strengthening and developing mechanisms for the recognition, validation, and portability of labor competencies and certifications across countries in the region, including the implementation of pilot initiatives in Colombia, Chile, Costa Rica, and Guatemala; (ii) designing, adapting, and validating technical standards, reference frameworks, instruments, and procedures to facilitate the recognition of labor competencies; (iii) strengthening the institutional capacities of certification bodies, training providers, and relevant government ministries; (iv) implementing sector-specific pilots in priority sectors with high labor demand, selected from the care economy, construction, tourism, and digital services sectors, in accordance with the priorities of the participating countries; and (v) generating technical evidence and promoting regional dialogue to support the consolidation, scaling, and sustainability of these mechanisms.
