The general objective of this non-reimbursable technical cooperation (TC) is to help accelerate the digital transformation of the health sector in Central America and the Dominican Republic through the implementation of the Pan-American Digital Health Roadmap (PH4H). It prioritizes use cases defined by the countries themselves, with the aim of improving the continuity of care and access to health services for the population—particularly for people on the move. As operational support, the TC also contributes to the design and implementation of loan operations BL-L1048, DR-L1167, ES-L1160, PN-L1195, and HO-L1239. Its specific objectives are: (i) to support countries in the technical and regulatory implementation of priority use cases for interoperable digital health—with an emphasis on vaccination certificates and electronic prescriptions—in coordination with SE-COMISCA, national regulatory frameworks, and the digital health components of the aforementioned operations; and (ii) to strengthen the technical capacities of national teams and promote regional and intersectoral collaboration through "Conectatones" (connectathons) and subregional training events, ensuring that the public goods and lessons learned inform and accelerate the execution of the aforementioned loans.
