Strengthening Public Sector Management Systems for State Effectiveness
The main objective of this Technical Cooperation (TC) is to strengthen the institutional capacity of public administrations in order to contribute to improving the effective implementation of policies within cross-cutting public management systems (Cross-Cutting Management Systems, CCMS). The specific objectives are to: (i) diagnose institutional gaps that affect the functioning of key CCMS, including the Center of Government, planning and monitoring and evaluation, civil service and wage bill management, and the organizational structure of the State in participating countries; (ii) design, adapt, and support the implementation of targeted interventions that address the identified gaps in the CCMS of participating countries; (iii) conduct structured policy dialogues with government counterparts and relevant stakeholders to disseminate and discuss the findings of the analytical work and implementation experience related to CCMS reforms; and (iv) generate knowledge products on the capacity gaps faced by LAC countries in the operation of supply chain management systems, particularly in the areas of market analysis, procurement planning, logistics, and civil service competencies.
