The objective of this Regional Technical Cooperation is to evaluate the performance and development effectiveness of the IDB's upstream PPP technical assistance agenda, covering more than 60 interventions delivered across 16 countries in LAC — identifying what works, what does not, and under which conditions. All of this with the ultimate purpose of embedding systematic learning into the evolution of upstream PPP support, extracting lessons from more advanced ecosystems to guide interventions in countries with incipient or nonexistent frameworks, and strengthening the regulatory, institutional, and planning environments that enable a new generation of high-quality, effective, and sustainable infrastructure across the region.
