To generate internationally comparable evidence on student learning outcomes in the Caribbean and provide a robust foundation for system monitoring, policy design, and reporting on SDG 4 by 2030 by expanding the participation of Caribbean countries in the 2029 PISA cycle. The specific objectives are: (i) strengthen institutional capacity to measure and monitor education quality through internationally comparable learning assessments, including the establishment of national teams, implementation guidelines, and training sessions across the different assessment stages; and (ii) enhance the use of education data to inform education policy decisions that improve human capital investments in the Caribbean.
