Overcoming Data Barriers and Building Impact Evaluation Capacity in Public Development Banks

The objective of this Technical Cooperation (TC) is to provide client support to strengthen the capacities of Public Development Banks (PDBs) in Latin America and the Caribbean (LAC) to systematically collect, manage, and analyze high-quality data on their lending portfolios and final beneficiaries. Strengthening these data and monitoring capabilities will allow PDBs to track loan performance, measure development outcomes, and design operations based on evidence. The specific objectives of the TC are: (i) diagnose data collection barriers among PDBs, (ii) identify best replicable practices in credit program monitoring and evaluation (M&E) data collection, (iii) implement a pilot to address data barriers based on best practices, (iv) assess counterpart data readiness, and (v) support PDBs in building skills for impact evaluation (IE) design.
