The main objective of this TC is to increase the sustainable access to water and sanitation of rural communities in Latin America and the Caribbean and scale up innovate models through IDB loans and national plans and policies. The TC will focus mainly in three countries: Honduras, Paraguay and Peru, where IADB has national rural programs with the Governments, and the countries face water and sanitation needs in rural areas. The specific objectives are: (i) improve water supply and sanitation infrastructure in rural communities; (ii) develop innovative models to strengthen the community boards' capacities, pilot innovative instruments to improve the operation and appropriation of the systems, such as results-based operational contracts; (iii) strengthening the sectoral governance for the rural sector, by developing frameworks, tools, policy and regulatory proposals, so this innovative interventions can be adopted by country programs at rural level.
