RG-T3810 : Social and Productive Digital Infrastructure in Times of Pandemic: Lessons from the case of Spain

Based on the starting situation of Latin America and the Caribbean, and taking into account the lessons learned from Spain in the implementation of digital solutions, the general objective of this technical cooperation is to promote the design and implementation of public policies for digital transformation that contribute to eliminating the socio-economic gaps in the region, that favor the universalization of public services through digital solutions taking into account aspects of supply (infrastructure) and demand (use) in Argentin, Dominican Republic, El Salvador and Panamá. For the fulfillment of the general objective, the following are defined as specific objectives: (i) identification of infrastructure needs that allow the connection of homes in non-connected areas and of public institutions (educational centers, health centers, government agencies, etc.), (ii) identification of policies and actions that allow an increase in the digitization of solutions linked to the analog blackout and the transition to 5G, (iii) the necessary institutional framework, regulatory reforms and the policies necessary to facilitate the sustainability of digital services with the progress in updating the digital infrastructure towards 5G.
