RG-T2635 : Modernization of Public Financial Management System at the Sub-National Level

The objective of this Technical Cooperation (TC) is twofold: i) to develop a comparative analytical framework that assesses PFM systems at the subnational level in main areas of PFM such as Governance, Budgeting, Revenue Mobilization, Public Investment, Treasury Management, Accounting and Financial Reporting, Procurement, and Integrated Financial Management Information System (IFMIS); and ii) to apply the framework through survey to public servants of national governments and SNGs in three selected countries, and thereby identifying and comparing subnational PFM systems and their relations with the national level.
