The general objective of this program is to provide a user friendly and innovative tool for the IDB as well as other development assistance organizations, the media, civil society and the general public that will contribute to existing knowledge about the measurement and assessment of public institutional capacities in the countries in the region. By centralizing the development and dissemination of knowledge in respect to governance assessment, the program supports the countries by empowering civil society to demand change, increasing the accountability of governments and therefore their responsiveness to the needs of citizens, and improving the capacity of the development community for undertaking institutional diagnosis, designing appropriate policy interventions, identifying priority areas where policy change is needed, setting development goals, and monitoring progress towards achieving objectives in respect to governance reform.
