The specific objectives are: a) identify institutional frameworks and public policy options that promote affirmative action or equal opportunity; b) identify actual and potential fiscal and economic implications of such institutional practices; c) assess policy gaps and institutional challenges in meeting goals expressed by lead agency; and d) promote awareness among key stakeholders and actors in the region, including representatives of excluded groups, about the issue of affirmative action as a tool for the promotion of equity.
