Bringing Tertiary Education to the Majority

Examine the ground for vast expansion of effectively managed studentloans in the region over the next five years, with an emphasis on serving the majority and on expanding the supply of graduates of programs closely connected with labor market trends, and to identify ways in which the IDB could take a proactive role in supporting such programs. It is expected that after completion of this TC, a process would be underway whereby the IDB utilizes one or several of its financial instruments, including grants and IIC and IDB loans and guarantees, to support expansion of student loans in the region. Student loans would be directed to all types of tertiary programs (from 4-5 year degrees to 2-3 year post-secondary technical diplomas). Private financial institutions would be at the center of these programs but partnerships with public institutions and non-profits would be sought in order to remove the market failures constraining the size of the student loan market and limiting access of the majority to this type of financial aid.
