This TC builds on the progress achieved under TC PN-T1377, which strengthened the technical and institutional capacities of the Municipality of Panama (MUPA) in identifying and formulating urban investment projects, and conducted a preliminary analysis of the municipality's fiscal and financial management as well as its borrowing capacity.
In particular, this TC will: (i) develop the comprehensive technical studies that underpin the program's urban design; (ii) assess the Program's socioeconomic, fiscal, and financial feasibility; (iii) analyze the applicable legal and institutional framework and define the enabling legal and financial mechanisms; and (iv) incorporate climate risk management and urban resilience considerations into the Program's design.
