General Objective: The general objective of this Technical Cooperation (TC) is to strengthen the institutional capacity of the National Institute of Aqueducts and Sewerage Systems (IDAAN) so that it can carry out appropriate technical and financial planning of its investments, as well as adequate operation and maintenance (O&M) of infrastructure in the water and sanitation sector (WSS) in Panama, in order to achieve the sustainability of the investments covered by operations PN-U0001/PN-O0016. The specific objectives are: (i) to strengthen IDAAN's capacities in project planning and management to ensure the technical sustainability of water and sanitation infrastructure; and (ii) to support IDAAN in reinforcing its governance framework through enhanced financial planning and cost recovery through tariff mechanisms, thereby achieving the sustainability of the institution.
