Support for the design of a teacher reform in Panama
The objective of this Technical Cooperation (TC) is to support Panama in the design of a teacher reform. The specific objectives are: (i) conduct a legal and normative assessment of the Teacher Statute in Panama, including the design of early and voluntary retirement schemes, fiscal impact analysis, and identification of viable regulatory pathways for implementation; (ii) application of the Optimal Functional Staffing instrument (Plantilla Óptima Funcional, POF), including results analysis; and (iii) review of teacher reform experiences in LAC and regional knowledge exchange.
