The general objective of this Technical Cooperation (TC) is to strengthen ProInnovate's institutional capacity to measure and evaluate business innovation and use the resulting evidence to inform its innovation grant programs in Peru. The specific objectives are to: (i) strengthen ProInnovate's capacity to measure innovation radicality through the development and validation of a reproducible measurement system tailored to its portfolio of applicants, capturing the originality and generative potential of proposed innovations; (ii) strengthen ProInnovate's capacity to assess how grant impacts on firm performance, project development, and knowledge creation vary by innovation radicality through the development of a reproducible impact evaluation system incorporating these measures; and (iii) strengthen the capacity of ProInnovate staff to apply the measurement methods and interpret the evaluation findings through methodology transfer, practical training, and replication exercises.
