Supporting the Strengthening of the Crecer Strategy and the Juntos Program
The first general objective is to contribute to the Development and the improvement of social policy instruments in order to prevent the deterioration of the accumulation of human capital en the early stages of the life cycle of the extreme poor as a consequence of the crisis. In particular, the operation seeks to support the government on reforms necessary for the supply side of basic health services for the poorest and to support the improvement of the targeting systems and the technical-institutional design of social programs which are the key to enhance the efficiency and potential impact for the population that needs it the most. The second general objective is to support short term measures oriented towards the labor market, in order to meet the emergency caused by the crisis and generate evidence to support, in the medium term, to improve the information system of labor as well as the performance of the labor market. In particular, the short term measures consist in enhance the system to monitor the crisis¿ impact on the labor market and to strengthen the existent labor programs. Moreover, the operation seeks to generate evidence over the main labor problems. Recommendations will be formulated to guide solutions for these problems in the post-crisis¿ period.
