This project will strengthen the procurement management capacity of the state through the professionalization of the procurement function in the public administration. It will involve a certification process by levels and according to professional profiles by competency of the public officials, which will contribute to the modernization of the system. Both of these activities will enable the state to respond better to the needs of the users of the public procurement system, particularly small and medium sized enterprises.
