THE PROGRAM HAS TWO MAIN OBJECTIVES: (A) IN THE SHORT TERM, IT WILL SUPPORT THE IMPLEMENTATION OF THE CURRENT STABILIZATION AND ADJUSTMENT PROGRAM, WHILE ADDRESSING KEY CONSTRAINTS TO A RAPID SUPPLY RESPONSE. IN THE MEDIUM TERM, THE POLICY COMPONENT OF THE OPERATION WOULD HELP TO RESTRUCTURE THE SYSTEM OF PRODUCTION INVENTIVE TOWARDS A MARKET-BASED ONE, THEREBY INCREASING THE EEFIENCY OF RESOURCES USE AND PROVIDING A BASIS FOR A SUSTAINABLE GROWTH.
