Support for the Special Economic Zones in Mexico

The Government of Mexico (GdM) is promoting the creation of Special Economic Zones (ZEE), as a tool to facilitate the creation of new developing poles of industrial development of high productivity in the south area of the country. The ZEE implementation aims to achieve a bigger investment attraction, generating employments and developing a value chain that will contribute to a more balanced economic growth and to the reduction of social gaps in the most isolated areas of the country.

The planning framework for the establishment and the operation of the ZEE, the Gdm is moving forward in the definition of institutional schemes for the implementation and administration of the ZEE. The ZEE Federal Law (promulgated in 2016) contemplates the hiring of an integral administrator that will perform as a developer-operator in the Zone, and in that case it will have under its charge the construction, development, administration and maintenance of the infrastructure works of the zone, as well as any related services.

In this context, this technical cooperation has the general objective to support the strengthen of the GdM on its analytical capabilities, design and implementation of the ZEE. The specific objectives are: (i) support the installation of an integral administrator for the ZEE and the definition of a resources receptor mechanism for the ZEE development; (ii) support the identification and priorization of investment of transport infrastructure and logistic, deepening the ZEE knowledge on its productive vocation, opportunity areas for the strengthening of production chain and state of transport infrastructure and logistic; (iii) and contribute to the coordination and the inter and intra institutional dialogue at a national level that facilitate the implementation of the ZEE.
