(1) Establishment of water reserves to ensure the preservation of the main hydro-ecosystems of Mexico and the sustainable availability of water resources for present and future generations. (2)Identify, from the availability of water and the ecological importance of the different basins of the country, potential areas for the establishment of water reserves and determine its feasibility. This analysis will define the scope and nature of the program for the entire country. (3) Establish a national program that calls upon public and private sectors, civil society and academia in the creation of water reserves in strategic locations in the country with special emphasis on the Valley of Mexico.
