The TC will be developed through three components to be developed by a consulting firm or local university contracted by SEMARNAT. These components are: support state agency to mitigate emissions of greenhouse gases through the development of an inventory of gases, future scenarios and possible mitigation measures, vulnerability analysis and development of an adaptation strategy to climate change including pilot adaptation options and policy guidelines, and analysis and integration of results of components one and two and the development of PEACC.
