Irrigated Agriculture: Examining Distributional Effects of Tariffs Reforms

This object is to calibrate economic models of the bargaining process among farmers operating irrigation systems supplied by aquifers to examine the distributional effects –i.e., Who wins and who looses?-- of a reform designed to remove existing electricity subsidies and introduce market and/or regulatory institutions to adjust the roles of stakeholders in the operation of these systems. The welfare implications of such a reform may not be uniformly spread across all types of agricultural producers and regions, so its success will depend in part on how the political power within and among irrigation units differ and also on the existence of institutions that have the capacity to rationalize water scarcity and increase efficiency.
