Support to prepare operation for Hurricane Melissa Relief, Rehabilitation and Reconstruction Programme for the Health Sector – Jamaica
The objective of this Technical Cooperation (TC) is to support the Government of Jamaica in restoring and strengthening the resilience of the national health system following Hurricane Melissa by laying the technical, institutional, and operational foundations for climate-resilient reconstruction, continuity of essential services, and network-level reorganization anchored in Primary Health Care. The TC will generate the analytical inputs, technical studies, and institutional preparedness required to ensure that future reconstruction efforts restore infrastructure, protect service delivery, and strengthen long-term system resilience. To this end, the TC will pursue two mutually reinforcing objectives: (i) strengthening institutional and technical capacity for climate-resilient reconstruction through site suitability analyses and environmental and social assessments for the reconstruction of hospitals and primary health care facilities affected by Hurricane Melissa; and (ii) safeguarding the continuity and reorganization of essential health services during recovery through analytical work on human resource gaps, service supply and demand, referral pathways, and health service network organization, with Primary Health Care (PHC) serving as the coordinating backbone of an Integrated Health Service Delivery Network (IHSDN) during and after reconstruction.
