Designing NIDS 2.0: Building Resilient Digital Identity and Civil Registry Systems for Jamaica

The general objective is to strengthen the technical and strategic capacity of the Government of Jamaica to design and prepare the next phase of the National Identification System (NIDS). The specific objectives are to: (i) conduct analyses and evaluations of institutions and infrastructure that would foster an enabling environment for a digital identity ecosystem, and (ii) provide strategic recommendations that would inform the project design for NIDS 2.0. The loan operation NIDS 2.0 is expected to support (i) a new civil registry system as a cornerstone of the digital identity ecosystem; (ii) planning for a secure archival facility to protect historical records dating back to 1831 from risks such as flooding and fire; (iii) redesign of business processes for digital-first service delivery; (iv) development of an optimized legal framework enabling fully digital registries; and (v) identification of new use cases for NIDS to enhance service delivery and trust in state institutions.
