The TC aims to support the Government of Jamaica in advancing a post-Melissa recovery process that is structured, integrates a Build Forward Better (BFB) approach, strengthens long-term resilience, and promotes inclusive participation of affected communities. Specifically, the TC will provide strategic planning support and targeted technical assistance across three complementary levels: (i) at the national level, the TC will support the consolidation of a recovery framework through the sharing of international good practices and lessons learned; (ii) at the sectoral level, the TC will assist in the preparation of resilient recovery plans and action plans, including prioritization methodologies, systematic integration of resilience considerations, investment profiling, and ex-ante assessment of investment impacts; and (iii) at the territorial (municipal) level, the TC will support the formulation of comprehensive recovery plans through participatory approaches grounded in dialogue with communities and local stakeholders.
This TC will be implemented in a manner that respects and complements ongoing recovery efforts, while reinforcing the leadership of the Government of Jamaica and leveraging international best practices adapted to the country's governance structures and socio-economic context. The TC will also be carried out in coordination with other international development partners to ensure coherence and complementarity of support. Through these efforts, the expected impact of the TC is to accelerate Jamaica's socio-economic recovery while systematically and institutionally embedding a Build Forward Better (BFB) approach that strengthens medium- to long-term resilience.
