The general objective of this Technical Cooperation (TC) is to provide the institutional support and complement the PEU with experts knowledgeable on multi-donor procurement, disbursements and financial reporting procedures to ensure smooth integration of the investment grant into the loan programme and ensure timely implementation and progress against the objectives and milestones. The specific objectives are to provide: (i) advisory services to strengthen technical knowledge and project management capacity building for the effective implementation of the Energy Management and Efficiency Programme (EMEP); and (ii) support for strategic communication and visibility
