Program to Support Health Sector Reform.
The objective of the programmatic series is to enhance the coverage, efficiency, and quality of the National Health System in the delivery of services to improve the health of the population throughout the country. The first operation will support the preparation and adoption of tools to strengthen the Decentralized Management Model, as well as a legal and regulatory framework for implementing health reform and changing the service delivery and organization model. It will also support the formulation of the National Quality Strategy, the restructuring of the Ministry of Health budget, and the development of a human resources
management and control system. This is the first operation in a programmatic policy-based series (PBP), to be comprised of two contractually independent and technically linked loans.
