This Programme seeks to reduce poverty levels, raise income opportunities and improve the quality of life among the poor in Haiti. It will finance diverse social and economic projects at the local level and will gradually consolidate a genuine local development process by stimulating participatory planning, local governance and management of projects at the community level.
