Support for the Neutral Operator Structuring of the Haiti More Connected Project

The objective of this Technical Cooperation (TC) is to support the Government of Haiti, through MEF, in advancing the Haiti More Connected connectivity investment program by financing the pre-feasibility, economic, legal, and institutional structuring of a neutral operator and/or wholesale connectivity model for Haiti's future digital connectivity infrastructure, potentially structured as a Public–Private Partnership (PPP) depending on market, legal, and institutional feasibility. The specific objectives are: (i) conduct comprehensive pre-feasibility and structuring studies to assess the economic, legal, and institutional viability of the Digital Transformation of Haiti: Boosting Connectivity and Enabling Digital Government project, including cost-benefit and private return to guide the definition of a neutral operator and/or wholesale connectivity model, potentially structured as a PPP, concession, O&M contract, or other contractual arrangement depending on market, legal, and institutional feasibility; and (ii) provide specialized technical, project management, and Environmental, Social, and Governance (ESG) compliance support to project preparation including preparing basic technical inputs, ensuring fulfillment of ESG requirements and specific requirements dealing with resilience and security.
