Support for the Neutral Operator Structuring of the Haiti More Connected Project

The objective of this Operational Support Technical Cooperation (TC) is to support the Government of Haiti, through MEF, in the preparation of future investment operations under the Haiti More Connected connectivity investment program, particularly the first operation focused on the international submarine cable landing in Haiti. The TC will finance the pre-feasibility, technical, geospatial, economic, financial, legal, institutional, environmental and social, and operational inputs required to structure a neutral operator and/or wholesale connectivity model for Haiti's future digital connectivity infrastructure, potentially structured as a Public–Private Partnership (PPP), concession, Operation and Maintenance contract or other contractual arrangement depending on market, legal, and institutional feasibility. The specific objectives are: (i) conduct comprehensive structuring studies to assess the economic, legal, institutional, environmental and social and operational viability of the first Haiti More Connected operation and related future operations; and (ii) provide specialized technical, project management, Environmental, Social, and Governance (ESG) compliance support, resilience, security and procurement preparation support to ensure that the analytical outputs can be translated into practical inputs for investment operation design and execution.
