The general objective of this Technical Cooperation (TC) is to provide targeted technical assistance to support the supervision and implementation of health infrastructure investments financed under operation HA-J0012 "Rebuild Access to Essential Health Services" 6049/GR-HA, and to strengthen the capacity for the sustainable deployment and operational readiness of essential health services, including transition to operation of new and rehabilitated health facilities, in Haiti's Greater North and, as needed, in other areas of the country where program activities require technical support for implementation and supervision. The specific objectives are: (i) strengthen technical and operational capacities for the planning, prioritization, supervision, and management of hospital infrastructure investments; and (ii) assess the fiscal impact and sustainability of sustaining and scaling essential health services, through alternative costing scenarios, cost-effectiveness analysis, and estimates of recurrent personnel and operating costs, to support the gradual absorption of services into national public health expenditures
