Housing Program
THE PROGRAM IS DESIGNED TO SUPPORT THE GOVERNMENT'S NEW STRATEGY IN THE HOUSING SECTOR, WHICH EMPHASIZES THE ROLE OF THE PRIVATE SECTOR AND MINIMIZES THE ROLE OF THE STATE. THE PROGRAM WOULD PROVIDE DIRECT UP-FRONT SUBSIDIES TO QUALIFIED BENEFICIARIES IN DIFFERENT INCOME STRATA, WHO WOULD THEN PURCHASE BASIC HOUSING FROM PRIVATE CONTRACTORS USING LOANS OBTAINED ON COMMERCIAL TERMS FROM PRIVATE BANKS.
