This KCP will close the following knowledge and public policy gaps: 1. to understand how the laws, norms, and regulations of the current fiscal decentralization system affect the fiscal behavior of sub national governments in Guatemala. 2. How should the rules of municipal indebtedness be modified and what should be the role of INFOM, the Ministry of Finance, the Comptroller's office, the Bank Supervision Agency in this arena?
