Support Ecuador in strengthening the technical and institutional capacities required for the effective implementation of the operation 5653/OC-EC "Ecuador - Perú Power Interconnection System in 500 kV, Ecuadorian line", promoting the safe, resilient, and efficient operation of the power system. The specific objectives of this Technical Cooperation are: (i) strengthening the operational security, stability, and resilience of Ecuador's electricity interconnection with neighboring countries by enhancing the power system's control, coordination, and response capabilities under scenarios of high renewable energy penetration and operational contingencies; and (ii) strengthening the technical and institutional capacities of the Ministry of Environment and Energy (MAE), the National Electricity Operator (CENACE), the Electricity Corporation of Ecuador (CELEC EP), and the Electricity Regulation and Control Agency (ARCONEL) for power system planning, regulation, transmission, and operation, incorporating international standards and best practices in dynamic modeling, operational optimization, and cybersecurity.
