EC-L1083 : Modernization National Civil Registration, Identification, Documentation System

1. To increase coverage and to improve quality. The objective of this component would bring registration and documentation services to the population and will improve the quality of the service, taking into account the elements needed to reduce access barriers as they are geography, ethnic, cultural, gender, disability, etc. To do this, the operation will undertake the following activities: (i) rehabilitating of registry offices in regional capitals, (ii) enhancing the capacity of the Civil Registry to reach remote areas through mobile teams to record in situ, (iii) interconnection between sites and regional headquarters through proven technology, and (iv) implementation of the new model of institutional management. 2. To improve the reliability of the registry information. The objective of this component would bring confidence, security and durability to registers and the identification documents. To do this, the operation will undertake the following activities: (i) recovery and rehabilitation of historical information transfered between paper and electronic media, (ii) implementation of a secure identification system, (iii) development and implementation of a central database and the security modules, access, and communication. 3. Planning. The objective of this component would improve the capacity of the government planning in registration and will improve the quality of sector spending. With this purpose, the operation will undertake the following activities: (i) development of a management of personal identity policy, and (ii) DGRCIC will provide the needed capacity in order to plan the needed investments in order to make the registration system to meet the safety requirements and strictest privacy.
