DISBURSEMENTS WILL BE MADE AGAINST COMPLIANCE WITH INSTITUTIONAL REFORMS AND MEASURES THAT: (1) STRENGTHEN THE NORMATIVE FRAMEWORK OF THE HEALTH AND EDUCATION MINISTRIES; (2) PROTECT HEALTH AND EDUCATION EXPENDITURES AND INCREASE EFFICIENCY IN PUBLIC EXPENSES IN THOSE TWO SECTORS; AND (3) STRENGTHEN INTER-SECTORAL COORDINATION AND INST CAPACITIES TO FORMULATE, IMPLEMENT, AND EVALUATE SOCIAL POLICY.
