The general objective of this Technical Cooperation (TC) is to strengthen the institutional capacity of the Dominican Institute of Telecommunications (INDOTEL) to generate, analyze, and use rigorous evidence regarding the effectiveness of interventions in broadband connectivity, affordability, and digital skills development in promoting digital inclusion and social mobility in the Dominican Republic. The specific objectives of the operation are: (i) to design and implement a rigorous impact evaluation to measure the effects of integrated interventions in broadband connectivity, affordability, and digital skills development implemented in the Dominican Republic; (ii) to generate evidence on the relationship between connectivity, broadband service adoption, digital skills acquisition, meaningful use of digital technologies, and household well-being; and (iii) to strengthen institutional capacities to incorporate evidence into public policy formulation, program design, and decision-making related to digital transformation.
