The general objective of this Technical Cooperation (TC) is to strengthen the institutional capacity of the Dominican Telecommunications Institute (INDOTEL) to generate, analyze, and use rigorous evidence on the effectiveness of broadband connectivity and digital skills interventions for digital inclusion and social mobility. The specific objectives of the TC are: (i) to develop and implement a rigorous impact evaluation framework to assess the effects of broadband connectivity, affordability measures, and digital skills programs on digital adoption and inclusion; (ii) to generate evidence on the relationship between connectivity, digital skills acquisition, meaningful use of digital technologies, and household wellbeing outcomes; and (iii) to disseminate findings and strengthen institutional capacity for evidence-based decision-making in the design and implementation of future digital transformation policies and programs.
