Reduce the barriers that limit the participation of SMEs in procurement processes through the implementation of an strategic plan that includes: (i) a market study of the supply of SMEs; (ii) the identification of programs that can promote the participation of SMEs in public procurement; and (iii) the implementation of a pilot program for SMEs that are led by woman.
