Evaluation of Productive Opportunities and Public Investment Priorities in Least Developed Regions of Costa Rica
The objective of this TC is to design, from scratch, the Territorial Strategy for the Decarbonized Development of Costa Rica (TSDD), an input for the 2050 National Strategic Plan (PEN 2050), with special emphasis on the least developed rural areas of the country. This TC will allow to i) construct a spatial inventory of carbon emissions in Costa Rica to prioritize productive poles compatible with the 2018-2050 National Decarbonization Plan (DP), ii) determine the macro-level effects of proposed territorial strategy scenarios on economic and environmental variables using an Integrated Environmental Economic Model (IEEM), iii) determine the corresponding public-private investment required, and its sequencing, for the prioritized production poles to trigger deconcentrated economic growth at a territorial level, identifying investment in quality and resilient infrastructure to boost competitiveness and generate productive opportunities with social inclusion.
