The general objective of this Technical Cooperation (TC) is to is to strengthen Colombian subnational government's institutional capacity to design, finance, and implement high-quality digital infrastructure projects that accelerate meaningful connectivity, digital transformation and improve public services delivery. The specific objectives are: (i) develop detailed diagnostics and project models enabling subnational entities to structure viable digital infrastructure investments; and (ii) build local capabilities to design, prepare, and implement sustainable pilot digital infrastructure initiatives.
