The objective of this Technical Cooperation (TC) is to strengthen the analytical, operational, and planning capacities of subnational governments in Brazil for the management, design, and implementation of care policies and social services. To this end, the TC will support: (i) the development of a methodological framework to assess local capacities and gaps; (ii) the preparation of operational guidelines for structuring investment portfolios; (iii) the production of a technical note providing an overview of the situation at the subnational level; (iv) the organization of a technical workshop to disseminate tools and identify territorial needs; and (v) the development of tailored investment plans for prioritized governments.
