The objective of this Technical Cooperation is to evaluate the effectiveness, implementation, and cost-effectiveness of the Cuidado em Casa (CeC) program, Brazil's first operational implementation of the National Care Policy, and to generate evidence to inform the scale-up of integrated home-based long-term care services. Specifically, the TC aims to: (i) estimate the causal effects of CeC on older adults' functional status and quality of life and on unpaid family caregivers' burden, mental health, labor-force participation, and time use; and (ii) assess the model's implementation, intersectoral coordination, and cost-effectiveness across diverse municipal contexts. The findings will inform the implementation of Brazil's National Care Policy and contribute to the IDB's Care initiative.
