Supporting IBS Implementation: Governance, Coordination, and Fiscal Sustainability

The objective of this Technical Cooperation (TC) is to support the strengthening of institutional capacity of states and municipalities for the implementation of the Tax on Goods and Services (IBS). This will be achieved through the development of methodologies and the exchange of knowledge on best practices in management and governance for the implementation of the IBS Management Committee, a body created by the tax reform that will be responsible for centralized collection and distribution. All of this aims to strengthen governance, intergovernmental coordination, and the fiscal sustainability of the new consumption tax system in Brazil, covering both tax administration and the financial management of subnational entities. The specific objectives are: (i) to support the implementation of new operational processes and systems of the IBS Management Committee; and (ii) to promote the dissemination of knowledge and international experiences in the field of VAT.
