Strengthening Climate Mainstreaming and Adaptation Finance in Brazil’s Portfolio

The objective of this Technical Cooperation is twofold: first, to strengthen SEAID's institutional capacity to monitor and assess the climate outcomes of operations reviewed by the Commission for External Financing (COFIEX), with particular emphasis on adaptation and resilience; and second, to leverage the IDB's existing expertise, systems, and operational experience to advance the systematic integration of climate adaptation throughout its operational cycle in Brazil. The operation will develop sector-specific methodologies, tools, and indicators tailored to the Brazilian context, supporting the consistent identification of climate risks, the incorporation of resilience considerations, and the measurement of adaptation outcomes in the design, implementation, and economic and financial assessment of credit operations, while providing SEAID with the technical and diagnostic resources needed to apply climate-related criteria consistently to the operations assessed under the established climate sub-limit. By enhancing SEAID's analytical capabilities and improving the tracking and mobilization of adaptation finance, the TC will expand climate finance for resilience and reinforce the mainstreaming of adaptation across both IDB-supported operations and other externally financed investments in Brazil.
