The general objective of this Technical Cooperation (TC) is to strengthen the institutional capacity of federal and subnational governments, as well as Development Finance Institutions (DFIs), to design and implement digital connectivity initiatives that drive sustainable, inclusive, and climate-resilient development across Brazil's Amazon region. Through a programmatic and coordinated approach, the TC will contribute to empowering the Amazon with a transformative connectivity strategy that drives sustainable development, investment and climate action. To that end, the TC will finance: (i) the formulation of a regional strategy for digital connectivity; (ii) the design of quality and resilient digital infrastructure solutions; (iii) the development of innovative financial mechanisms to scale investments; and (iv) the promotion of connectivity uses cases that support decarbonization. The TC will pursue the following specific objectives: (i) support the development of a comprehensive regional strategy to expand digital connectivity across the Brazilian Amazon, ensuring alignment with national and subnational priorities and fostering multi-stakeholder coordination; (ii) design and prepare investment operations and global credit programs in collaboration with national and subnational governments, as well as DFIs, with a focus on mobilizing public and private capital for digital infrastructure; (iii) develop practical use cases and pilot projects that integrate digital connectivity into initiatives aimed at reducing greenhouse gas (GHG) emissions, particularly in sectors such as sustainable agriculture, forest monitoring, telemedicine, digital education, and smart logistics.
