Promote the development and implementation of open‑innovation solutions to challenges faced by sub‑national public entities in the Northeast of Brazil. Specific Objectives: (i) Strengthen the capacity of sub‑national governments to procure innovative solutions to their development challenges; (ii) Promote the implementation of open‑innovation solutions in subnational public management through the use of the Public Contracts for Innovative Solutions (CPSI) modality; (iii) Boost R&D investment aimed at modernizing and improving the efficiency of public administration; and (iv) Strengthen the regional innovation ecosystem by fostering innovative entrepreneurship that supports greater efficiency in resolving development challenges.
