Support to the digital transformation of the Ministry of Human Development, Family Support and Gender Affairs

The objective of this Technical Cooperation (TC) is to strengthen the foundations of an adaptive social protection system in Belize by enhancing the institutional, operational and digital capacities of the Ministry of Human Development, Family Support and Gender Affairs. The TC will (i) assess and optimize key processes related to cash transfers, poverty case management, social assistance programs and services under the Ministry's mandate, and shock-responsive mechanisms to improve scalability and coordination; (ii) define the functional architecture and interoperability requirements of an integrated management information system (MIS) to support dynamic beneficiary management and rapid response to shocks, and (iii) develop a phased implementation roadmap and indicative investment plan to operationalize a more data-driven, adaptive social protection system.
