The general objective of this technical cooperation is to contribute to strengthening labour and social security policies and services in Barbados through the development of analytical, technical, and institutional inputs that facilitate evidence-based decision-making and institutional capacity building. Specifically, the TC seeks to: (i) support improvements in compliance and enforcement of labour regulations and social security contributions among dependent workers; (ii) support the expansion of social security coverage among self-employed workers; (iii) inform the development of relevant skills training and pathways to formal employment; and (iv) support improvements in labour and social security administration capacity. While designed as a standalone operation capable of achieving these objectives independently, the TC will directly support the implementation of BA-L1070 by strengthening and expanding activities related to increase coverage, effectiveness, and efficiency of labor and social security policies to increase formalization in Barbados. This will reinforce the loan's interventions and enhance its effectiveness.
